Tecnologias de governo: constituindo a situação de risco social de crianças e adolescentes (Technologies of government: constituting children and adolescents' social risk situation)

In this paper we seek to understand the constitution of the category “children and adolescents in a situation of social risk”. In a first moment, we deal with the question of the social construction of identities, departing from difference, emphasizing their provisional and cultural character, articulated with power relations. Based on these concepts, we problematize the concept of identity as a stable unit. We also discuss how, in parallel to the constitution of the normalized category of infancy, “other infancies” were created, such as “abandoned infancy”, or “infancy in a social risk situation”. Through the analysis of governmental socio-educational programs, we aim to unpack some strategies of “governmentality” that are implicated in the construction of other infancies.
