A Construção da Escola Pública como Instituição Democrática: Poder e Participação da comunidade (Building Public Schools as Democratic Institutions: Power and Participation of the Community)

Abstract

In times of crisis or restructuring of market, production, distribution, and consumption of goods the educational system is regarded as particularly important to the economic development of the nations. This article analyzes the process of growing naturalization of the relation between education and market, as well as the neo-liberal educational policies of choice which increasingly reinforce a hierarchic society, where equality of opportunities is converted into an ever more distant ideal. To fight these dominant policies, the article defends the idea of a dialogic democracy, where classrooms are converted into spaces where freedom to express ideas and convictions is guaranteed. Only then is the true raison d’être of the school recuperated: a space where one can learn not only how to be a citizen and to analyze in an informed and critical way what is happening in society, but also a site where one is encouraged to create positive dispositions and attitudes towards collaboration and participation in the resolution of collective problems.
